Josh Mansour makes his long-awaited return from facial fractures while Dallin Watene-Zelezniak has been named at fullback after overcoming a minor hamstring tear.
The side is also boosted by the inclusion of the club's Origin representatives James Maloney, Nathan Cleary and Tyrone Peachey.
The Panthers will wear the 2018 Away Jersey.
