Matt Burton and Brian To'o have been omitted, with the latter given another week to work his way back to full fitness following ankle surgery.
Josh Mansour is set to celebrate his 150th NRL game at the 'sold out' fixture. All available tickets have been redeemed by Panthers full season ticketed members.
The Panthers will wear the 2020 Home Jersey.
